In a surprising development, House members from both parties rallied around a resolution introduced by Rep. Kucinich which sought to end American involvement in the Libyan bombing campaign in two weeks. Speaker Boehner was struggling to contain the rebellion Thursday, as the White House claimed fealty to the War Powers Act -- without being convincing.
It is bracing to see members of Congress reacting this way. President Obama has indeed flouted the War Powers Act, which was a compromise effort in the early '70s to rein in the Imperial Presidency.
